Description: Cookie consent banner appears during Nafath authentication flow (challenge screen), blocking content and distracting user during security-critical task.

Steps to Reproduce:

1. Go to login page
2. Enter valid National ID
3. Click "Sign In"
4. Observe challenge screen with number "41"

Expected Behavior:

• Cookie banner should appear ONLY on first page visit (State 1: Initial load)
• Banner should be hidden/removed when authentication flow starts
